Small & Micro Business COVID-19 Relief Grant Program

Bexar County Small & Micro Business COVID-19 Relief Grant Program is a new fund to provide emergency relief to small businesses struggling under the financial impact of COVID-19. The Emergency Fund is designed to help small and micro small businesses within the Bexar County, Texas.

The Program is a collaboration between Bexar County and LiftFund along with Southside First, Westside Development Corporation, North Chamber and SAGE.

The June 8, 2020 launch of Bexar County Business Emergency Fund will open with $6.5 Million available in the form of small and micro business grants. These resources will be offered to businesses with under $1 Million dollars in annual revenue.

Purpose:

This fund is intended to support an inclusive and diverse small business environment Bexar County. Businesses with up to $1 million in annual revenue may apply.

Business Qualifications:

The fund is not a first come first serve fund. All applications will be reviewed based on stated and verified business information and business operations.

  • Annual gross revenues of not more than $1 million from all business activities;
  • Has not received a Bexar County Grant/Loan previously;
  • Limited to businesses that are located and will remain in Bexar County;
  • Demonstrates a loss of at least 15% of revenue in the period beginning March 12, 2020;
  • Industries not included are professional services such as physicians, clinics, dentists, attorneys, engineers, architects, insurance agencies, vacation and long term rentals and sexually oriented businesses
  • Local non-profits are eligible to apply. No more than 10% of funding can go to non-profits. Grant funds are to be used for operational expenses
  • Sole Proprietors are eligible to apply
  • Precinct Allocation:
    • Precinct 1: $2,217,445
    • Precinct 2: $1,386,752
    • Precinct 3: $1,187,851
    • Precinct 4: $1,707,952

Grant Amounts:

  • Microbusinesses with 1-5 full time employees grant up to $10,000
  • Small businesses with 6-10 full time employees grant up to $25,000

Grant Document Verification:

  • Business entity formation document
  • January – April business bank statements
  • Payroll Documentation with employee listing/count and IRS 941 for 2019 and Q1/Q2 2020 
  • Business tax return (2018 tax return acceptable) to determine business revenue
  • Driver’s license
  • Proof of Business location

All documents must be provided in order for the application to be considered complete. Any applications submitted without documents will NOT be considered. Applicants have the ability to upload the documents securely and safely through the online application.

Eligible Expenditures:

Businesses may apply for the following expenses associated with business operations: payroll, lease/mortgage, supplies, inventory, utility, etc.

Assess Application Qualifications/Verification: June 23, 2020 to September 1, 2020

Awards: June 29th through December 30th

Grant Follow Up:

All businesses receiving assistance will be required to complete a follow-up survey a later after the grant is awarded. Grant recipients must keep detailed records on reopening dates, receipts for expenditure of grant funds, and staff and payroll records.
